INTRODUCTION
The AACP Bylaws direct the Bylaws and Policy Development Committee (BPDC) to ensure that resolutions, position papers, and similar proposals to the House of Delegates that seek to establish Association policy or action are appropriate and ready for consideration by the House. The Committee is also charged with responsibility for receiving suggestions for alteration of the Association's Articles of Incorporation or the Bylaws, preparing appropriate amendments in suitable wording that is consistent with the current Bylaws, and for presenting such proposals, together with the Committee's recommendations, to the House of Delegates for consideration.
This report contains information on actions taken at both sessions of the 2014 AACP House of Delegates: three membership resolutions, six proposed statements of policy from AACP standing committees, the amended Articles of Incorporation (approved by the AACP Board of Directors in February 2014), the proposed resolution from the Pharmacy Practice section, and proposed amendments to the House Rules of Procedure.
A. MEMBERSHIP RESOLUTIONS
Three new schools were admitted into AACP membership with one non-voting delegate seated for the final session of the House. They are California Health Sciences University, Keck Graduate Institute and West Coast University.
B. PROPOSED POLICY STATEMENTS
The Bylaws and Policy Development Committee recommends adoption of the policy statement as amended.
Policy Statement 1: AACP supports the use and development of emerging and innovative technologies, including but not limited to serious games and simulation, to enhance pharmacy and interprofessional education. (Source: 2013-14 Academic Affairs Committee) Passed as amended
The Bylaws and Policy Development Committee recommends adoption of policy statement #2.
Policy Statement 2: AACP supports the inclusion of scholarship devoted to emerging and innovative technologies in promotion and tenure policies. (Source: 2013-14 Academic Affairs Committee) Passed
The Bylaws and Policy Development Committee recommends adoption of policy statement as amended.
Policy Statement 3: AACP supports the completion by pharmacy technicians of an accredited pharmacy technician education/training program, certification by an accredited certification agency, and registration by state boards of pharmacy. The Bylaws and Policy Development Committee recommends adoption of policy statement #4.
Policy Statement 4: AACP encourages schools/colleges of pharmacy to collaborate with pharmacy technician education/training programs in an area(s) of potential interest and enhancement for both entities. (Source: 2013-14 Professional Affairs Committee) Passed
The Bylaws and Policy Development Committee recommends adoption of policy statement #5.
Policy Statement 5: AACP affirms the value of diversity and inclusivity in all elements of the academic mission and of the institutional policies and practices that achieve such goals. (Source: 2013-14 Argus Commission) Passed
The Bylaws and Policy Development Committee recommends adoption of the policy statement as amended.
Policy Statement 6: AACP supports the development of an increasingly diverse population of pharmacists to serve as part of health care communities and teams that reflect the diversity of the populations served. (Source: 2013-14 Argus Commission) Passed
C. PROPOSED RESOLUTIONS
Resolution #1 (Source: AACP Board of Directors)
The Bylaws and Policy Development Committee recommends adoption of the resolution.
RESOLVED, the AACP Articles of Incorporation shall be amended as set forth in Attachment A of this report. Passed
Resolution #2 (Source: Pharmacy Practice Section)
The BPDC has referred the resolution from the Pharmacy Practice Section to the 2014-15 AACP Professional Affairs Committee.
D. PROPOSED AMENDMENTS TO RULES OF PROCEDURE
The Bylaws and Policy Development Committee recommends adoption of the resolution.
RESOLVED, the Rules of Procedure for the AACP House of Delegates shall be amended as set forth in Attachment B of this report. (Source: Bylaws and Policy Development Committee) Passed
