Call to Order: Chair David D. Allen called the meeting to order at 1:35 pm. A quorum was present with 119 colleges/schools of pharmacy in attendance.
Report of the Chair
Chair Allen provided and update on the two Task Forces, specifically the Rankings/Ratings Task and the Conflict of Interests Task Force. Hersey Bell will provide a brief report from the Conflict of Interest Task Force. There will be a brief report on the Rankings/Rating Task Force from the last open session and there is a proposal to extend this work. He thanked the 2014-2015 Council of Dean’s Administrative Board for their service, specifically Robert A. Blouin, Chair-elect (University of North Carolina at Chapel Hill), Natalie D. Eddington, Chair-elect Designate (University of Maryland), M. Lynn Crismon, Immediate Past Chair (University of Texas at Austin), Gayle A. Brazeau, Secretary (University of New England) and Susan M. Meyer, Administrative Board Representative Jennifer L. Adams, AACP Staff Liaison. He also recognized the service of Dr. Vincent Lau for the Council of Deans.
Chair Allen reminded those in attendance of the upcoming networking sessions at this annual meeting and encouraged individuals to participate in these sessions. He also mentioned and encouraged attendance at the program which would present the report related to the pharmacists workforce. He reminded individuals who may not be receiving the information from the Council of Deans list serve to contact their IT departments to see if it is being sent to their spam filter. He also announced the list of new deans and dean changes at Colleges/Schools of Pharmacy (Appendix 1).
Report of the Secretary – Gayle A. Brazeau
COD Secretary Brazeau announced that the Council of Deans Business Minutes from the AACP Annual meeting July 28, 2014 Annual Meeting, Grapevine, Texas are available in AJPE Volume 78 Issue 9 (2014) and the minutes from the Council of Deans Business Meeting from the Interim AACP on February 8, 2015 in Austin Texas are available on the AACP website under the Council of Deans Meeting Agendas and Minutes.
Report of the Immediate Past Chair on the Board of Directors Activities – M. Lynn Crismon
COD Immediate Past Chair Crismon provided the following summary of the July 2015 meeting of the AACP Board of Directors
• As reported by Treasurer Bradberry in his report to the House of Delegates on Sunday morning, AACP experienced an operating loss of approximately $370,000 for the fiscal year ending June 30. Despite a great 2014 annual meeting and a variety of cost control efforts, revenues were impacted by a significant decrease in our student-generated revenues in PharmCAS and PCAT royalties. AACP has recognized the potential risk from the fact that approximately 50% of total revenues come from these sources and has taken action to diversify our sources of revenues, including the development of our educational game initiative through Professions Quest.
• The approved budget for Fiscal Year 2016 is a balanced budget even with a conservative estimate of PharmCAS and PCAT revenues. Overall our investments continue to perform well, with over $7 million dollars in our investment portfolios. The Board increased the amount in the AACP Endowment fund this past year, aiming to cover the costs associated with our awards program from earnings on the endowment for future years. Our aim is to maintain reserves sufficient to cover at least 6 months of operating expenses in keeping with best association practices.
• Strategic initiatives of the Association for this past year and on-going include three specific priorities: development and launch of Mimycx, our interprofessional game developed in partnership with the Virginia Serious Games Institute of George Mason University; enhanced and expanded communications initiatives, and; preliminary work to implement a knowledge management strategy to better serve and represent our members. We are very pleased to be hosting Dana Thimons, from NOVA Southeastern University for all of 2015 as our Sewell Memorial Fellow to help with our work on knowledge management.
• The 2015-16 Board Strategic Planning Committee will embark on development of a new strategic plan and will welcome input as the process unfolds from members and other key stakeholders.
• The Board approved a resolution to accept the University of Texas at Tyler as a new Associate Institutional Member. UT Tyler and Chapman University were approved as new members by the House of Delegates on Sunday morning.
• Representatives of the PCAT Advisory Committee and Special Committee on Admissions briefed the Board on the work of their respective committees. A new test blueprint for the PCAT has been approved and will be reflected in the 2016-17 examination. The Committee has worked on several initiatives to produce new assessments for use in admissions and has recommended development by AACP of situational judgment tests. The board will consider a work plan for SJT development at its meeting in November. The work of the Special Committee, including their similar recommendation on SJT test development, policy recommendations and the Cooperative Admissions Guideline proposal were all discussed by the Board.
• Members of the Board and Staff of ACPE met with the Board and discussed several important issues:
• Implementation of Standards 2016 and expectations of the schools for submission by April 2016 a brief summary of plans for addressing five standards considered being significant changes introduced by the new standards; a specific communication will be sent in late July to each dean outlining what is to be submitted in this report.
• Development of a new Assessment and Accreditation Management System mapped to Standards 2016 anticipated to be ready in late summer/early fall.
• The Board resolution calling for a new assessment framework and tools mapped to CAPE 2013 domains.
• An invitational conference on CE and CPD scheduled for September 2015; AACP has been approved by ACPE as a CE program provider.
• Interprofessional education and the interprofessional accreditation collaborations for education programs and CE.
• Potential new approaches for evaluation of required experiential rotations and changes in site visit strategies for experiential education.
• ACPE’s involvement with ASHP for technician training program accreditation.
• AJPE Editor Gayle Brazeau provided an update on her first 14 months as editor:
• The journal has two new associate editors – Lauren Schlesselman and Nancy Fjortoft and has expanded the Editorial Advisory board to 25 individuals.
• The inaugural Joseph T. DiPiro Writing Workshop was held on Saturday July 11, 2015.
• There is a serious need for an increased number of reviewers committed to maintaining the standards of quality the Journal expects. Please encourage your faculty members to consider becoming a reviewer or nominating colleagues you know will do a great job as a reviewer.
• Themed issues are planned for Public Health and Interprofessional Education (which will be a collaboration with osteopathic medicine).
• He also encouraged Deans to nominate individuals for the AACP Academic Research Fellows Program, particularly faculty members who are mid-career.
Legislative Update and Advocacy - William G. Lang/Joan M. Lakoski
Will Lang reported on the State Authorization Reciprocity Agreements (SARA) as it related to experiential sites in various states and possible costs to colleges/schools of pharmacy. Information is available on the AACP website. It will be a challenge as related these issues being raised by individual states. The Federal government will have little opportunity to change the process. Colleges and schools of pharmacy will need to work with the specific groups related to this SARA.
With respect to the process to accelerate the drug approval process, there is no specific legislation that has been developed and passed at this stage. As such, there is still time for colleges/schools to impact this legislation. Please let Will Lang or Joan Lakoski know if you will be working related to this legislation.
Joan M. Lakoski, AACP Chief Science Officer was introduced at this meeting. She understands the academic research enterprise, precision medicine funding, and the innovation portion of 21st century legislation. She is committed to helping programs promote clinical research, translational research and biomedical/pharmaceutical research. She is looking forward to meeting you and serving you.
Update on PharmCAS and Special Committee on Admissions - Jennifer L. Adams
Jennifer Adams provided an update on PharmCAS to the Council. Specific highlights of her report included:
• PharmCas will be launching on July 15, 2016 for 2016 Enrollment.
• 123 Participating Pharm.D. Programs
• 11 participating Graduate Programs
• Allows an applicant to use one application and one set of materials to apply to multiple Pharm.D. degree and/or graduate programs
• Four new programs were added including High Point University, Marshall B. Ketchum University, The University of Montana and The University of Texas at Tyler
• The total number of applicants was 16,608 in 2014-2015 compared to 17,365 in 2013-2014.
• The total number of applications was 74,612 (2014-2015) compared to 80,859 (2013-2014) and the application to applicant ratio was 4.3 (2014-2015) compared to 4.65 (2014-2015).
• The 2014-2015 PharmCAS applicant pool for PharmD = 16,705 compared to PharmCAS PharmD estimated seats available = 12,700 based upon the number of seats is estimated from information reported by schools on PharmCAS program pages before the application cycle starts.
• She presented the profile (as of this date) for the entering class of 2015. The specific data for this class and any change from last year as of this time: Science GPA 3.21 (↓0.08), Non-Science GPA 3.56 (↓0.02), Math GPA 3.29 (↓0.08), Cumulative GPA 3.35 (↓0.02). PCAT Composite 53.4th percentile (↓0.67 percentile), 60.64% = Female / 38.36% = Male / 1% declined to state (no change from 2014), 17.5%= Underrepresented Minorities (↑2.1%), 87.92% = U.S. Citizens (↓0.92%)
• She also introduced the Liaison Enrollment Marketing Platform (EMP) that is available to colleges/schools.
• The Virtual Pharmacy School Fair is October 21 and 22, 2015 and the Pharmacy Graduate School Virtual Fair is October 20, 2015.
• There was a discussion of the Kaplan-AACP partnership.
Update from United States Pharmacopeial Convention (USP)- Ron Piervincenzi
Mr. Piervincenzi discussed the next five year cycle and Strategic Plan for the USP. They are looking for the next generation of experts and are talking with various groups on alternative pathways for pharmacists. They are looking forward to future collaborations with Colleges/Schools of Pharmacy.
Update from Community Pharmacy Foundation (CPF) - Phil Burgess, RPh, DPh, MBA, CPF Board President
He informed the Council that it was a pleasure to attend this meeting. There have been many changes including new executive director and new board of this organization. The organization vision and mission as a non-profit organization is dedicated to advancing community pharmacy practice and patient care delivery through grant funding and resource sharing. Their 2015 Strategic Initiatives are provided on their website. Their goal is to work together to provide grant funding in specific areas and topics. He encouraged individuals to visit their new website and to encourage individuals to apply for grants as they review grant proposals five times a year.
Committee/Task Force Updates: Nominations - M. Lynn Crismon
He thanked the individuals who served on this nominations committee. The nominees for the COD Chair Elect is Hershey Bell (LECOM) and Anne Lin (Notre Dame of Maryland). The nominees for the COD Secretary are Gary DeLander (Oregon State University) and Sharon Youmans (UCSF). Wendy Duncan will serve as the Secretary for the Council for the next year. Update on AACP Strategic Planning - M. Lynn Crismon
This is the time for a new strategic planning process given it is a dynamic time in health care and education. It is prudent that the Association be engaged in this important process. Incoming President Elect DiPiro will be responsible and will be engaging the academy in this process. You should talk with incoming AACP President-Elect DiPiro for you want to provide insight into this process.

Remarks of the 2015-2016 COD Chair Robert A. Blouin
Chair Blouin thanked the Council for the Honor to be the COD chair for this year. He has created the following Task Force for this Year.
• Joint COF/COD Task Force on Accelerating Change in Curricular and Practice Transformation – This task force will explore, critically review, identify and propose new strategies that could be employed by AACP and its member schools to accelerate the implementation of change within pharmacy curricula and practice innovation in order to be more responsive to the rapid challenges posed by the ACA and the health care industry. The membership from the Council of Deans are Pat Kroboth, University of Pittsburgh (Co-Chair), Eric Boyce, University of the Pacific, Marie Chisolm-Burns, University of Tennessee, Myron Jacobson, University of North Texas and Leigh Ann Ross, University of Mississippi.
• Pharmacist Recruitment and Admissions Task Force – This task force will review the recommendations of the 2013-2015 AACP Special Committee on Admissions to make recommendations to the members of the Council of Deans and to the Association on how best to implement the recommendations. In addition, the Task Force should make specific recommendations to AACP and the academy as to needed strategies, resources, and practices to best position the academy and profession to appropriately address the readiness of future pharmacists to meet the rapidly changing needs of the US health care system. The members of this task force are Kelly Smith (Chair), University of Kentucky, Larry Calhoun, East Tennessee State University. Wendy Cox, University of North Carolina Chapel Hill, Michael Crouch, Samford University, Lisa Lebovitz, University of Maryland, Wallace Marsh, University of New England and Charles Taylor, Northeast Ohio Medical University.
Chair Blouin also presented about affirming the importance of education research in our academy and fostering educational research. The specific questions that need to be addressed:
• Is the scholarship of education core to this Academy’s mission?
• How do we increase the critical mass of scholars within our schools to elevate the quality and quantity of impactful education research?
• How should we approach partnering with other schools/disciplines or organizations to facilitate the growth of faculty talent with methodologic strength in education research?
• What can/should AACP do to support the scholarship of education?
• What are the best practices in schools and colleges of pharmacy in fostering educational research?
• How can AACP help faculty to develop a skill set for educational research? Specifically, what should the COD do to facilitate this discussion within the academy? Such as Special sessions? White papers? Viewpoints?
Open Forum – Open Microphone – David Allen
The following topics were raised in the open forum:
• Issues associated with the lack of applicants, size of the applicant pool and traffic rules related to admissions when there are limited applicants. It was also discussed how colleges/schools could work together to increase the number of applicants. There were mentions of a need for a national strategy to include students to pursue pharmacy as a career. There was also the discussion about considering cognitive and non-cognitive metrics when evaluating applicants as to seek more applicants from underrepresented groups. Other issues that were raised are related to the need for an aggressive marketing for the advantages of pharmacy, the importance of working with our admissions officers/offices, the cost of PharmCAS and PCAT for applicants and the potential concern with how this impacts recruiting when we are discussing the importance of residency and fellowships
• There was a topic raised about strategic planning process and wanting to know more about the AACP Board of Directors aspirational goals.
• Individuals are encouraged to attend the following meeting which will focus on the Special Committee on Admissions.
