Call to Order of the First Session
Speaker of the House of Delegates Michael Manolakis called the House to order at 10:00 a.m. on July 22, 2018. Speaker Manolakis introduced the head table and announced Lawrence M. Brown would serve as the 2018 Parliamentarian and that the Speaker, Parliamentarian and House Secretary Lucinda L. Maine were available for consultation on matters coming before the House throughout the meeting.
Quorum Committee Report
Credentials Committee Chair Dan Brazeau reported the presence of a quorum with 252 of the 272 authorized delegates present.
Sessions Conduct
Speaker Manolakis noted that sessions would be conducted according to the current House Rules of Procedure and agenda contained in the Rules with the current edition of Roberts Rules of Order. He called for a motion and a second to adopt the agenda for both sessions of the 2018 House of Delegates, and the motion was adopted unanimously.
Awards Results
House Secretary Lucinda L. Maine announced the winners of the Pharmacy is Right for Me Innovation Challenge. Joining her for the presentation of awards were Kristen Fink and Leslie Durham from Optum Rx.

3rd Place – Wilkes University
Melissa Somma McGivney, on behalf of the NACDS Foundation, made an announcement regarding the Foundation’s Faculty Scholars Program.
Diana Courtney, Director of Student and Professional Affairs and Committees for the National Community Pharmacists Association, announced the finalists for the NCPA Business Plan Competition. The 2018 finalists were Ohio Northern University College of Pharmacy, the University of Missouri-Kansas City School of Pharmacy and Washington State University College of Pharmacy and Pharmaceutical Sciences.
Karin Bolte, Senior Director of Health Policy at the National Consumers League, announced the winning schools for the 2018 Script Your Future Medication Adherence Challenge:

AFPC Executive Director Update
Janet Cooper, AFPC Executive Director shared a brief update on the Association and made comments on future collaboration with AACP.
AACP President-elect Address
AACP President-elect David Allen outlined the 2018 through 2021 AACP strategic plan and announced the chairs and charges for the standing and special committees that will advance AACP member priorities in the year ahead.

Speaker Manolakis announced the passing of the following pharmacy educators and then called for a moment of silence in their memory:

Speaker Manolakis recognized the following deans as newly appointed since the annual meeting of the House of Delegates in 2017.
Report from the Chair of the Bylaws and Policy Development Committee
Andrew Bzowyckyj, Chair of the Bylaws and Policy Development Committee (BPDC), came forward to describe the responsibilities of the BPDC and to present one membership resolution.
WHEREAS, the Bylaws of the American Association of Colleges of Pharmacy, Inc. provide for various levels of institutional membership for colleges and schools of pharmacy;
WHEREAS, the School of Pharmacy at William Carey University has been recognized by the Accreditation Council for Pharmacy Education; and
WHEREAS, the School of Pharmacy at William Carey University has requested institutional membership in AACP;
RESOLVED that the School of Pharmacy at William Carey University be received into the appropriate level of institutional membership in AACP.
Motion
The membership resolution was adopted unanimously in a single voice vote. Speaker Manolakis congratulated the new institutional member.
Brief Updates from Committees
David Zgarrick, AACP Treasurer, to give his report on the financial status of AACP. Speaker Manolakis called for Gayle Brazeau, the editor of the American Journal of Pharmaceutical Education, to give her report on the Journal. Speaker Manolakis introduced Jeff Wadelin, Associate Executive Director for the Accreditation Council for Pharmacy Education, who presented the annual report of the Council. Speaker Manolakis introduced American Foundation for Pharmaceutical Education President Ellen Woods to present the annual report of the Foundation. President Woods revealed the 2018 AFPE Mentor of the Year, Professor Kathy Giacomini.
Nominations Committee Update
Speaker Manolakis called upon Joseph DiPiro, Chair of the AACP Nominations Committee, to present the candidates for the offices of President-elect, Treasurer and Speaker-elect. Chair DiPiro announced that the committee had slated the following candidates:

Quorum Committee Report
Credentials Committee Chair Dan Brazeau reported the presence of a quorum in the report of the Committee with 234 of the 278 authorized delegates seated.
Report of the Council of Deans
Anne Lin, Chair of the Council of Deans, came forward to present the first report of the Council. Stuart Haines, Chair of the Council of Faculties, came forward to present the second report of the Council. Steve Stoner, Chair of the Council of Sections, came forward to present the third report of the Council
Motion and Vote
Steve Stoner, Chair of the Council of Sections made a motion for approval of all three Council reports. The delegates unanimously approved the motion.
Executive Vice President Report
Lucinda L. Maine, Executive Vice President of AACP, came forward to present the report of the Executive Vice President titled, “Doing Something Differently” to the House of Delegates.
Bylaws and Policy Development Committee Proposed Policy and Resolution Statements
Bylaws and Policy Development Committee (BPDC) Chair Andrew Bzowyckyj came forward to present the final report of the committee. The House took the following actions on the resolutions and recommendations of the Bylaws and Policy Development Committee. The following policy statements were approved as presented below:
Policy Statement 1: AACP advocates that curricular modifications should occur such that competencies for leading change in pharmacy and health care are developed in all student pharmacists, using a consistent thread of didactic, experiential and co-curricular learning opportunities and takes into account the overall impact on faculty workload and balance. Policy Statement 2: AACP is committed to supporting the Continuing Professional Development (CPD) of all preceptors to become competent educators for experiential education. (Source: 2017-18 Professional Affairs Committee)

Policy Statement 4: AACP values all types of research and scholarship including, but not limited to educational research, scholarship of teaching and learning, biomedical/pharmaceutical science, clinical science, or social/behavioral/administrative science research and encourages recognition and reward for faculty and staff who engage in efforts to create new knowledge and advance teaching [clause removed]. Proposed Amendments to the House Rules of Procedures
Amendments to the AACP House Rules of Procedures were approved.

Speaker-elect Election
AACP staff members distributed ballots for the election of Speaker-elect. Speaker-elect candidates Robin Zavod and Bradley Cannon were called to the front of the delegates. The Credentials Committee was then called forward and they reported that Bradley Cannon had been elected Speaker-elect for 2020-2021. House Secretary Maine administered the oath of office to Speaker-elect Cannon and congratulated him on his election.
Speaker Manolakis noted that there was neither unfinished business nor items of new business to be addressed by the House.
Open Microphone
During a period of open microphone, President-elect Todd Sorenson strongly encouraged the profession and the Academy to create greater awareness of the value of the pharmacist to the public, as it relates to public health and the opioid crisis.
